Sentinel-3A OLCI data unavailability resolved

The anomaly that affected the OLCI instrument aboard Sentinel-3A has now been resolved.

Due to the anomaly, products from 01:44 to 10:14 UTC on 19 December 2017 were degraded, and products related to orbit #9579 are missing.
