Brazilian Space Agency (AEB) and the National Institute for Space Research of Brazil (INPE)

AEB, INPE and ESA signed a technical operating arrangement on 14 March 2019. 
INPE intends to establish a regional data access/analysis hub, to increase access to and the exploitation of Copernicus Sentinel data in Brazil.  The data will be accessible via the following url: www.dgi.inpe.br.

Chile

University of Chile (UdeChile)

UdeChile and ESA signed a technical operating agreement on 20 August 2019. 
UdeChile, through the Center for Mathematical Modelling (CMM) and its specialised units, operates a regional data access/analysis mirror site to increase access to and the exploitation of Copernicus Sentinel data, initially in Chile and later also in the Latin American region.

Colombia

Institute of Hydrology, Meteorology and Environmental Studies of Colombia (IDEAM)

IDEAM and ESA signed a technical operating arrangement on 26 December 2019. 
IDEAM intends to establish a regional data access/analysis mirror site to increase access to and the exploitation of Copernicus Sentinel data in the Latin American region.

Democratic Republic of Congo

Commission Internationale du Bassin du Congo-Oubangui-Sangha (CICOS)

CICOS and ESA signed a technical operating arrangement on 22 March 2023.
CICOS operates, on behalf of its members states, a regional EO data centre for hydrological and weather forecasting, and monitoring vegetation cover, land use, bush fires and flooded forest areas in the Congo Basin

India

Indian Space Research Organisation (ISRO)

ISRO and ESA signed a technical operating agreement on 11 April 2019. 
ISRO operates a regional data access/analysis mirror site to increase access to and the exploitation of Copernicus Sentinel data in India.

Serbia

The BioSense Institute – Research Development Institute for Information Technologies in Biosystems (BioSense)

BioSense and ESA signed a technical operating arrangement on 25 January 2019.  
BioSense operates a regional data access/analysis mirror site to increase access to and the exploitation of Copernicus Sentinel data in the Republic of Serbia and the wider Balkan area.

Tunisia

The Sahara and Sahel Observatory (OSS)

OSS and ESA signed a Copernicus technical operating arrangementon 30 December 2022.
OSS operates a regional Earth Observation centre which it intends to use as a platform for improving access to, and the exploitation of Copernicus Sentinel data in the North Africa region, and by its partners in GMES and Africa. http://www.oss-online.org/en/

Ukraine

State Space Agency of Ukraine (SSAU)

SSAU and ESA signed a technical operating agreement on 28 March 2019.
SSAU operates a regional data access/analysis site to increase access to and the exploitation of Copernicus Sentinel data in Ukraine.
