The full Sentinel-1A operational performance was achieved at the Sentinel-1A Routine Operations Review (RORR), following the completion of the mission operations qualification. A gradual data access was provided to the various users as early as possible, i.e. starting at the time of the In-Orbit Commissioning Phase Review (IOCR), or slightly earlier, as shown in the table below.

Sentinel-1A In-Orbit Commissioning Review (IOCR) 23 September 2014
The release of Sentinel-1B products will start during the satellite commissioning phase with few sample products made available on SCIHUB. Release of preliminary qualified products will start at Sentinel-1B IOCR, operationally qualified products two months later.
